Discrete Multicriterion Decision Making For Performance Evaluation Of An Irrigation System

The present study deals with the performance evaluation of five irrigation subsystems by considering eight different criteria. Two Multi criterion Decision Making (MCDM) methods, namely, stochastic extension of PROMETHEE-2 (STOPROM-2) and Multi-Attribute Utility Theory (MAUT) are employed to select the best one among the five irrigation subsystems. Taguchi methodology is employed to minimize the computation burden arising in the sensitivity analysis studies of STORPROM-2. The proposed methodology can serve as a model to choose the best one for formulating guidelines for improving the efficiency and performance of similar other irrigation subsystems. 1. Problem Description and Case Study Five irrigation subsystems (denoted as D1 to D5) of Aringar Anna Sugar Project (AASP) are evaluated on eight criteria, namely, (1) on-farm development works (2) adequacy of water(3) supply of inputs (4) conjunctive use of water resources (5) productivity (6) farmers’ participation (7) economic impact and (8)social impact to select suitable irrigation subsystem that can be made a pilot to formulate guidelines so that the efficiency and performance of the other irrigation subsystems can also be improved accordingly. Even though productivity and economic impact are correlated to some extent, these are assumed to be independent to assess their effect on the overall planning scenario.
